President Bourges-Manoury is the highly corrupt president of France in 2052.
Background
He is only mentioned in a newspaper in the Enfant Terrible, and by a bartender in the club La Porte de l'Enfer. Apparently he was caught trying to smuggle almost 3 Billion in illicit credits with the Zuganov crime family (it is rumored he also worked with the Bilderberg Group). According to the bartender, he was taken prisoner after a Majestic 12 coup, and now only addresses the public at MJ12's will.
