A drifter woman can be encountered at the north dock on Liberty Island, along with Harley Filben.
Biography[]
A low-level member of the NSF, the drifter woman was part of the Liberty Island assault, staying behind with the NSF garrison to act as a diversion, while the Ambrosia shipment was taken to NYC.[1] Colonel Gold gave her some ammunition and told her to keep her head down, though she considers the idea of her going up against UNATCO troops a bad joke at best.[2]
She's actually a UNATCO mole, working with Harley Filben. In return for c200, she mad sure he's on the island to supply intel.[3] Her defection to UNATCO has simple reasons: She blames Gold for turning her neighborhood into a warzone and getting her brother killed.[4] If she had her way, he'd be shot on the spot.[5]

The drifter woman is encountered at the same location as Harley Filben. When spoken to, she will reveal some information about NSF activity and offer to sell the ammunition that she received from the NSF commander.

Drifter woman: " I'm not that high-level. The more elite troops -- they're the ones that took over the ship and unloaded it into speedboats. I think we're supposed to be a diversion."
