The Flight 451 Dossier is a story item in Deus Ex: Mankind Divided.
The dossier is a file pertaining to the cover-up of an incident surrounding Cista Airlines Flight 451. The file, found in the Palisade Property Bank, is a piece of evidence that may be submitted in the side mission SM05: Samizdat.

Black box confirms ionosphere theory. Secret military facility is in the area and tests were be conducted at the time.
Directives: Public must not know about the base.
Must not suspect reason for the crash.
Picus cover story: Cista Airlines flight 451 was hijacked by augmented passenger Thomas Haldeman.

Acquisition[]
In the CEO/CTO office of the Palisade Property Bank, there is a mechanical puzzle that can be solved to open a hidden area. When they are in the correct configuration, all the blocks will light up. To solve it, perform the actions of raise, turn, raise, turn, turn, raise. The dossier is located in a safe hidden behind a painting, inside the hidden area.
Or you can use the vents. There is an entrance behind the bigger TV in the CEO/CTO office. After a bit of crawling you can find the hidden room.
Use[]
The dossier serves as one piece of evidence that may be submitted to K to complete the mission.
If submitted to K, completing the mission by hacking the city's info hub will result in the dossier's photo being displayed in public. Additionally, the story "Flight 451: Picus vs the Truth" will appear in the Samizdat newspaper.
