Hiroshi Saito was originally created to be an antagonist in Deus Ex: Mankind Divided,[1] but was cut during the game's development. While never implemented in the finished game, he is featured in The Art of Deus Ex Universe.

Development history[]

Saito was designed as an arrogant antagonist to Talos Rucker in Golem City.[1] While removed from the storyline early on, his background and character design were developed.

According to an early casting call for Deus Ex: Mankind Divided, Hiroshi Saito was intended to be an Illuminati shadow agent assigned to infiltrate the Augmented Rights Coalition (ARC). He would commit a series of attacks in the name of ARC, with the goal of discrediting the movement and replacing its leader. Saito was described as fierce, unsympathetic, cunning, and arrogant, as well as disciplined, unemotional, intelligent, and gritty.[2] The casting call also reveals that Saito would have a mild Japanese accent, along with the trait of being able to range from professional with his superiors, militant when undercover, and smirky when talking to enemies.[3]

Saito's character design was inspired by the Egyptian scarab motif. His passion for Egyptian culture combined with his Asian origins was meant to give him a unique flair. Fake augmentations would have been used to cover his more awkward features, designed to be almost insect-like, to allow him to infiltrate ARC.[1]

Saito's originally planned role of Illuminati shadow agent working undercover against ARC resembles that of Viktor Marchenko in the finished game. Marchenko was in fact intended to be Saito's henchman early in development.[4]
