Captain Kang Zhao was the captain of PRCS Wall Cloud, a super freighter formerly belonging to Stanton Dowd. Zhao played a critical role, transporting shipments of Gray Death from Hong Kong to the United States. He had a wife and a daughter, which were his weakness. Either to ensure his loyalty and are simply to intimidate him to maintain his silence, Walton Simons made plainclothes officers of Majestic 12 visit his daughter while at school.[1]
While Zhao complied with the orders issued by Simons, he stalled and played for time,[2] while contacting the Chinese intelligence. The Te-Wu were intrigued by information provided, though Zhao's reluctance to appear for counseling was a damning factor in his case. Especially since he misused a registered Chinese freighter. Comrade Advisor Fengyi Gong assigned to his case asked him to contact the PRC authorities as soon as possible.[4]
