Margaret Williams, also known as Margaret Williams-Hamner, is a cut character in Deus Ex. In early design documents, Williams was the vice president to United States president Philip Riley Mead, but all mention of her was cut from the final game. Her unique character model remains in the game, and was repurposed to portray Charlotte, a minor character that can be encounter at La Porte de l'Enfer in Paris.

Williams is mentioned several times in Shooter: Majestic Revelations design document v5.3e. In the plot concept described in the design document, Williams is part of the presidential cabinet that relocates to Mt. Weather after the country is placed under martial law. She is first mentioned as part of a mission taking place at Mt. Weather, where JC Denton saves Williams and other top government officials from a Majestic 12 assassination attempt. Afterwards, president Mead appoints Williams as a liaison between JC and the U.S. government. As a liaison, Williams assists JC in later missions by providing information or government authorization when needed by JC.
Much like Mt. Weather, Margaret Williams had a story role in the early plot concept but was entirely cut from the story of the final game, in which her name exists only in the game files. It is possible that she was later part of the cut White House mission, but her involvement with that mission is not documented.
In design document v5.3, her name is also listed as "Margaret Williams-Hamner," in addition to "Margaret Williams." Her husband, Michael Hamner, is also among the people encountered by JC at Mt. Weather. Much like Williams, Michael Hamner's character model remains in the final game, but was repurposed to portray a different character.
A later design document for Shooter: Majestic Revelations mentions that Williams had a military background and would have filled the role of Philip Mead if the player failed to save the latter in Mt. Weather.
