The People's Republic of China (PRC) is a single-party state located on the eastern coast of the Asian continent, though it reaches far west into the Middle East. The People's Republic of China is visited in Deus Ex and Deus Ex: Human Revolution, and plays a major role in the background story, as a superpower that's apparently successfully eclipsed the United States of America and managed to stay outside the control of the Illuminati and especially Majestic 12. But just like every other country, China was disintegrated by the time of the Great Collapse. Start listening

Background[]

The communist experiment in China represented the Illuminati's first genuinely successful experiment in centralized government. China was a welcome change from the less successful experiment in Russia and Eastern Europe. With its centralized government, huge population and near monopoly on advanced human augmentation technology, it became the model of what the world will become under secret society rule - though ironically, no longer under Illuminati influence, after it broke free.[1]

2020s[]

As the single largest nation-state on Earth with the biggest population of augmented humans, the mayhem wrought by the Aug Incident had the potential to virtually cripple the People's Republic overnight, but more than any other nation in the world, China was ready for an event on the scale of the aug rampage and it moved swiftly to contain and eradicate the rioters with lethal intent. While there was substantial loss of life and damage to infrastructure, the PRC have been quick to rebuild and regain the momentum they lost. Civilian unrest and demands for explanations have been silenced, and state-controlled media ensures that the blame for the events of 2027 remain firmly on the shoulders of the West.[2]

By 2027, China appears to have annexed North Korea. On a world map that appears in The Missing Link, China is shown with North Korea as a province.

Chinese scientists experienced success in the field of biology. In 2029, they brought back the extinct baiji dolphin, leading to protests from Pope Theodore III.[3]

2050s[]

Essentially untouched by catastrophes outside the Aug Incident, China has emerged as a world leader. Its wealth grew to the point that it was providing financial loans to other countries,[4] including the beleaguered United States.[5] The American government has already asked for multiple loans by the 2050s, with another expected in the future to prop up the Washington government.[6]

One of the reasons for China's rise was their unrestricted development and use of augmentation, which made them a world leader in augmentation technology after countries influenced by the Illuminati and the UN started passing restrictive laws to prevent another Incident. The Chinese government continued to effectively resist Majestic 12 influence, and by 2052 only tenuous ties were established with local governments, for example, in Hong Kong. It was unable to operate openly, adhering to strict confidentiality.[7] One exception were international megacorporations: VersaLife had extensive operations set up in Hong Kong and was allowed a great degree of leeway in the city, due to its imprtance to the city's economy. When a gang war instigated by MJ12 erupted between the Luminous Path and Red Arrow triads, the government stayed out of the affairs for the most part, though a string of assassinations, bombings, and other terror attacks forced them to step up police presence and install Acoustic Sensors across the city center. However, corruption among police officers limited the effectiveness of the policy, who would refuse to act if triad members harassed ordinary citizens, and only infrequently protect foreign tourists.[8]

Hong Kong in general enjoyed a unique position across China. While the government controlled trade with the mainland, it deliberately did not interfere with triad operations, considering them a bulwark against foreign influences, acting as a foil to the likes of VersaLife, while still reaping the benefits of its presence. The triads, while ostensibly criminal organizations to the outside, had a domestic benefit: While crime was an aspect of their activities, they also integrated business owners, entrepreneurs, community leaders and others, boosting the city's economy on top of providing ideological defense.[9] The ironic result of resisting Majestic 12 influence and its centralization of power through the United Nations was that China was, or at least, was seen as the last sovereign country in the world, where authoritarianism coexisted with the freedom to do what one wanted. It included freedom to own property, do business and reap profits, and make one's life. While political freedoms were limited, it was seen not as a problem, but a benefit: Afraid of strong government, the West has capitulated to financial power and had no government at all. All was neatly covered up with propaganda produced by think tanks in the employ of great corporations.[10][11]

For UNATCO, the unique environment of Hong Kong provided an opportunity to test the loyalty of its members,[12] not unlike Central Asia for the USSR.[13]

Structure[]

The People's Republic of China remained a single party state formally devoted to the ideals of socialism, avoiding foreign influences, but still benefiting from the global trade in high technology and developing its own. While the American Page Industries operated an orbital station, China established a permanent space colony on the surface of the Moon, the Zhou Enlai Mining Complex, to exploit its natural resources.[14] McMoran Global Steel was selected to build the mass driver, selected over Page Industries, but remained at arm's length.[15]

Hong Kong was another example of this strategy, as while military barricades restricted free flow of traffic and goes to the mainland, international mega corporations were free to operate in Hong Kong - a fact exploited by VersaLife. At the same time, the Chinese government kept the corporations at arm's length together with Hong Kong triads. This frustrated the plan of Majestic 12 to gain influence over Beijing, and indirectly resulted in the focusing on subverting the United States of America, especially with the success of Gray Death and Simons' appointment to FEMA. While Maggie Chow, a public figure and MJ12 officer, continued to manipulate the triads, long-term plans were put on hold.[16]

Politics[]

The party continued to play a crucial role in Chinese political life, determined to maintain what they called a free China. Citizens were encouraged to inform on potential threats to that freedom, especially in cases where it could destabilize the public order, such as spreading information that Gray Death did arrive in China. This mechanism was ruthlessly exploited by Majestic 12. Citizens reported in that fashion were not disappeared, but put under observation and counseled by party advisors.[18] In special cases, Chinese counterintelligence services would be involved, known only by their nickname, Te-Wu.[19] Counseling was public knowledge and was, in fact requested by public officials.[17]

Subtler measures were used as well. The National Electronic Information Directive enabled digital surveillance and subjected Internet traffic to review at any time, with penalties including fines, account deactivation, visa suspension, and criminal proceedings.[20] The police also used the triads and played them off against each other to maintain the peace, particularly in Hong Kong. Conflict between the triads instigated by majestic 12 was of concern, and police officers were authorized to use of lethal force as necessary, particularly after the bombing of the Canal Road tunnel.[21] room

  • Hong Kong - The only part of China visited in Deus Ex, Hong Kong is a large open area that can be more or less explored from the moment the player arrives. It consists of the Wan Chai Market, the Tonnochi Road, the Canal, and the "Versalife Building" of which the top floors and the secret labs beneath are visited. Curfews are in effect and armed military police still patrol the streets. Hong Kong installed acoustic sensors in the inner city, designed to detect gunfire and alert police to any armed disturbances. In response, the Triads turned to sword fighting and martial arts, funding major research operations to create high-tech hand-to-hand weapons immune to the acoustic sensors.

Deus Ex: Human Revolution[]

  • Hengsha - Adam Jensen visits Hengsha, an island off the coast of Shanghai. Hengsha now has a second elevated street level held up by a massive structure called the Pangu. The Hive nightclub and Alice Garden Pods are two notable locations here.

  • Tracer Tong - Chinese scientist staying in a hidden lab underneath the Luminous Path compound. Friend of both Paul and JC Denton, and they both seek him out in Deus Ex as a means of deactivating their Killswitches.
  • Maggie Chow - Former Kung Fu actress, Director of the VersaLife Corporation and Max Chen's lover. Secretly an agent of Majestic 12, manipulating the two Hong Kong Triads against each other through stealing the Dragon's Tooth Sword.

  • Lin-May Chen - Second most powerful member of the Order Church (Second only to Her Holiness), towards the end of the game Lin-May will claim to be Maggie Chow and Max Chen's Illegitimate daughter.

Deus Ex: Human Revolution[]

  • The Harvesters - A powerful Triad gang in Lower Hengsha, which specializes in robbing people of their augmentations and selling them on the black market, while keeping choice augs for themselves. They are based out of The Hive nightclub and have a chop shop located in an abandoned car park in the Youzhao District.
  • Tong Si Hung - Boss of the Harvesters and owner of The Hive nightclub, Tong Si Hong is an old man with scarring burns on his face and torso. He has a Prosthetic left Arm. He is Tracer Tong's father.
  • Zhao Yun Ru - CEO of Tai Yong Medical, the worlds largest and most powerful biotech corporation, Zhao is secretly a member of the Illuminati, using corporate espionage to eliminate her competition and give her a monopoly over the augmentation industry.

Although the Chinese government officially denies it, representatives of the international press report that the socalled Luminous Path Triad, and its rival, the Red Arrow Triad, are engaged in a war for possession of the city center. Assassinations, bombings and terrorist acts are said to be at an all-time high.
    The Triads are the traditional organizations of Chinese organized crime. Some Triads have histories of violence going back almost 2000 years.
    According to reports, the main victims of this gang war have been the small businessmen and entrepreneurs of Hong Kong. These merchants have long paid “protection” to one Triad or the other. However because of the war, a merchant who is affiliated with one Triad now faces sabotage and harassment from the other. Furthermore, “protection” fees are going up, as the Triads seek funds to counter their losses from the conflict.
    So far, the international conglomerates that compose the core of Hong Kong’s economy seem largely untouched by the violence. Informed sources say that government interference in the Triad war is unlikely as long as the international corporations and government agencies remain outside the conflict.
    In recent weeks, Hong Kong civic authorities have stepped up the police presence in the streets. However, the police are believed to be largely in the employ of the Triads. While the police will sometimes take action to protect tourists and foreign businessmen, they do nothing to interfere between the Triads and ordinary citizens.
    Last year, Hong Kong installed acoustic sensors in the inner city, designed to detect gunfire and alert police of any armed disturbance. In response, the Triads have largely turned to more ritualistic but equally bloody forms of traditional combat, including sword fighting and martial arts. Rumor has it that both Triads are funding major research operations to create high-tech hand-to-hand weapons immune to the acoustic sensors."
