R. Gaffney is a Czech policeman in 2027, responsible for liaison with Task Force 29 through Angela Rizzo. He is approachable, but adamant about maintaining State Police jurisdiction.[1] However, he is still a professional and provides TF29 with emergency access to State Police security hubs after martial law is declared, to ensure they can safely use them.[2]
