Scott is a UNATCO trooper who manages the security entrance to the UNATCO headquarters on Liberty Island.

Scott is never seen outside his station as a watchman. When JC Denton escapes from the UNATCO HQ, Scott will be hostile and can be killed. Killing Scott will not affect the story in any way.
The door leading to his station is locked and has infinite strength. No corresponding key to open the door can be found in the game. However, during the escape from the UNATCO HQ, if Scott spots JC, he will open the door to engage in combat. This is the only way to access his station.
