Scrambling Device is a story item in Deus Ex: Mankind Divided. In the side mission Cult of Personality, Jensen may acquire three scrambling devices from Liborio Barbadoro. These devices disable Richard's hypnotic signal, allowing Jensen to talk to him normally, and allowing for his followers to become aware of the hypnosis.

Liborio said these scrambling devices can interfere with Richard's hypnotic signal. I just need to install them first.
Use[]
The scramblers are used to shut down Richard's operation in the sewer. They must be placed onto the three emitters, which closes their ability to amplify.
