Lieutenant Steven Higgins is a background character in Deus Ex: Human Revolution. He appears in the mission "Rescuing Megan and Her Team" during the beginning of Chapter 14.

In the upper floors of the Omega Ranch, more specifically in the 2nd floor of the Micro-Gen laboratory in room G-24/25, in the room he can be found sitting idly. On his computer however are two email conversations. One with Jaron Namir about the kidnapped Sarif Industries scientists (Megan Reed & Vasili Sevchenko) and him keeping watch over them with another being with colleague, Kaspar Donato about how the receptionist 'Cantrella' still gets nigerian spam emails.

- Although his official name is "Steven Higgins" his NPC model is still listed as a "Sneaker".
- Steven is one of the only Sneaker enemies in the game to be given a name.
- The player can stand in front of Steven without any consequences. However bumping into him or moving too loudly will get him alerted.
