I found one by Tony during "You Scratch My Back, I'll Scratch Yours". Contrary to popular belief, it is not difficult to get. Its sitting in the open by Tony. I noticed it near him when I returned to him to finalize the mission. I got to keep both weapons.
It was probably there the entire time, I tend to stare at cups when looking around.
I would normally reformat the font to a non-bold and less stupid side after writing, however, the tool bar lacks basic functionality. (steam browser)

No scope drift[]
It might be noted that, unlike with the regular sniper rifle, there is no automatic drift while scoped-in making it rather easier to nail the long-range headshots.
In addition, it's possible to do this through cover if you have the Smart Vision augmentation, making it even easier to kill enemies at zero risk with low energy consumption compared to, say, cloaked sniping.
