Is the MJ12-China connection canonic?[]

I find the stated connection between the MJ12 and China's government problematic, to say the least. Is it part of the canon? This relation is not explored in any of the games. In fact, the opposite is impled in DX1, as the Chinese government has friendly relations with the Red Arrow, since they keep 'foreign influence' out. EDIT: An e-mail in Maggie Chow's computer from Walton Simons reads "Solidifying our control over Hong Kong is a necessary first step in bringing the recalcitrant Chinese authorities to heel.", so it's definitive, there's definitely no connection between the MJ12 and the Chinese govt.

Also, the following section sounds unnecessary

"[...] the urge for freedom is strong and thriving black markets keep Hong Kong's tradition of free trade and entrepreneurism alive and well."

I don't see why they'd need 'black markets' just to keep free trade alive, since China is never implied to have abandoned it (they even privatized their police force!). It sounds more like a gratuitious liberty some editor felt. Also, Lucky Money's Isaac specifically touches this point in his dialogue with Denton:

"Listen to me. This is real freedom, freedom to own property, make a profit, make your life. The West, so afraid of strong government, now has no government. Only financial power."

I think this is a case of conflict between the games and the tie-in novels, in which case the game should be considered the ultimate canon.
