UnderNet was a global public network used prior to Collapse. It was a largely unregulated environment, making it perfect for use by everyone, from anti-Illuminati resistance movements (X-51 and Silhouette for example), through illicit traders and rave organizers, to casual users. Those in the know could acquire virtually anything on the UnderNet, including incredibly advanced polymorphic "hothouse" engines, which when linked to IP-tunnellers could be used for cheap, effective denial of service attacks.[1]
