When Trier geared up for the Order-WTO summit, Vera Maxwell personally took control of setting up security for the event. In an interview with the World News Network, she stated that she would be flying to Trier to ensure that everything goes according to plan.

As head of the Standard Security Corporation, Commander Maxwell works with numerous businesses and organizations to provide affordable protection in a world that lacks a traditional police force. Her company’s clients include the Order, WTO, weapons manufacturers, clandestine laboratories, and even smugglers, so to survive in her role she has to be a political agnostic. Vera Maxwell shares the same surname as X-51 scientist Stephanie Maxwell. In Deus Ex, Stephanie can be seen standing up to an MJ12 trooper and speaking the line "This is what we get for not having a militia." However, no explicit connection between the two is mentioned in Invisible War.
