Yuen Kong was the leader of the Red Arrow Triad in Hong Kong prior to the events of Deus Ex.
Background
He was killed by Maggie Chow, who then pinned the crime on the Luminous Path before JC Denton visited Hong Kong. Max Chen succeeded him as leader of the Triad.
Deus Ex
At the Hong Kong Canals, JC can talk to a semi-hidden fisherman who found Kong's body floating in the water near his house. According to him, Kong was likely murdered with the Dragon's Tooth Sword.
There's also a datacube in Maggie Chow's apartment in the sword room, on the left of the holocomm, which shows the dialog between him and Chow and the moment when she probably cuts him a finger, torturing him to get her stolen sword.
